He was born October 11, 1937, in Kimball, Nebraska, to Francis Edward "Hank" Willoughby and Vivian Marjorie Herboldsheimer. Dean spent his younger years growing up in a small stone house south of Potter, Nebraska. Later, he attended Potter High School and graduated in 1955. After a year of college at the University of Wyoming, he went into the grain elevator business with his father and brother, Gene. Dean operated the elevator located in Egbert, Wyoming. On May 7, 1958, he married his high school sweetheart, Sherryl Musil, in Potter. Within a year they welcomed a son, Jeff, and later a daughter, Julie. In 1972, Dean left the grain elevator business and worked for a short time as a foreman at the potato factory, before becoming a full-time wheat farmer in 1976 west of Pine Bluffs.

During the initial years of his marriage, he and Sherryl enjoyed traveling. In particular, they loved the American Southwest and for a short period of time lived in Phoenix, Arizona. While reserved in nature, he possessed a great sense of humor. After learning how to dance at an early age, he continued to do so until the last month of his life. He also had a knack to fix about anything. Dean was dedicated to his family and they to him. He loved attending events for his children and grandchildren. He was a gifted listener and selfless in nature ready to lend a hand whenever and however he could. He was an active church member and enjoyed countless hours of fellowship.

He is survived by a son, Jeff (Marnie) of Pine Bluffs, WY; daughter, Julie (John) Goyen of Cheyenne, WY; granddaughter, Jessica (Ronald) Burton Jr. of Windsor, CO; granddaughter, Erica (John) Poelma of Cheyenne, WY; grandson, Jason Willoughby of Pine Bluffs, WY; four great grandsons, Ronald Burton III, Ronald Burton IV, Adam Poelma, and Jacob Poelma; sister Marjorie (Frederick) Duffus of Littleton, CO; and sister-in-law Shirley Willoughby of LaGrange, WY;. Also, he was beloved by his many nieces, nephews, and cousins. He was preceded in death by his father Hank in 1986; mother Vivian in 2014; wife Sherryl in 2015; brother Gene in 2003; nephew Trent Duffus in 1983; niece Theresa Duffus in 1983; and niece Shelly Flohr in 2016.
